FERRERE advised Unidad Punta de Rieles S.A. and UPR Femenina S.A. on the expansion of a public-private agreement (PPP) for construction of a new women’s rehabilitation center at the Punta de Rieles Unit.

The purpose of the expansion is to build the unit and provide subsequent administration of the new center, with initial capacity for 816 women deprived of freedom and the possibility for increasing the number up to 1,015. Under the umbrella of this center various rehabilitation and reintegration areas will operate as social and labor spaces, education workshops, sports complex and other facilities that will take the gender perspective into account in their operations.

This expansion, which will involve an approximate investment of USD 50 million, is set in the framework of the public-private participation project (PPP) known as “Unidad PPL N° 1,” and will be administered jointly by the special purpose vehicles (SPVs) UPR Femenina S.A. and Unidad Punta de Rieles S.A. Both SPVs are owned by a subsidiary of the Andean Social Infrastructure Fund 1 LP, an important social and economic infrastructure investment fund.

FERRERE’s advice was handled by a team led by partner Sebastián Ramos, together with practitioners Lucía Olloniego and Andrés Buero.
