Government approves the implementation of the Avenida Artigas improvement project under the “Turnkey” regime

The Executive Branch issued Decree No. 6887/2026, approving the inclusion of the “Improvement of Avenida Artigas in the City of Asunción” project in Paraguay’s Annual Public Investment Plan (PAIP), for its structuring and implementation under Law No. 5074/2013, commonly known as the “Turnkey” regime.

The project, led by the Ministry of Public Works and Communications (MOPC), seeks to transform Avenida Artigas into a green multimodal corridor, improving road infrastructure to promote more efficient and sustainable mobility.

The procurement has an estimated total value of PYG 589.61 billion (approximately USD 100 million) and provides for contractor financing backed by a sovereign guarantee from the Paraguayan State.
