On January 16, 2025, the Ministry of Industry and Commerce (MIC) established new minimum technical quality specifications for petroleum-derived liquid fuels, applicable to their importation, sale in the local market, and supply on board river transport vessels.

The purpose of Decree No. 3,241/202, which includes these specifications, is to adjust technical parameters and align national standards with regional requirements, in addition to generating environmental benefits and safeguarding public health.

In this context, new quality standards were established for the following petroleum-derived products:

  1. Naphthas (several varieties without anhydrous ethanol blend).
  2. Unleaded gasolines (RON 85, RON 91, RON 95, RON 97).
  3. Aviation gasoline (grades 100 and 100 LL).
  4. Kerosene Jet A-1, Kerosene.
  5. Gas oil/Diesel (Types A and C).
  6. Fuel oil.
  7. Marine diesel and IFO 380 (exclusive use for river vessels).

In addition, new standards were established for fuels blended with anhydrous ethanol and other derivatives, including:

  1. Unleaded gasoline (RON 88, RON 93, RON 97, RON 98).
  2. E-85 fuel (flex fuel).
  3. Aviation products, kerosene, gas oil and marine diesel.

To ensure the transparency and accuracy of information provided to consumers regarding the octane rating of the gasoline they purchase, the rules prohibit offering, advertising or marketing of products under names including numbers not accurately reflecting the actual octane rating of the fuel.

Additionally, the Ministry of Consumer and User Protection (SEDECO) will work in coordination with the MIC to ensure compliance with these provisions.

A period of 60 days as of issuance of the decree has been set for the entire national commercialization chain to update stored fuels in line with the new specifications.

Finally, the regulations established in the decree will take effect as of March 17, 2025.
