On July 25, 2017, the head of SICOM (a technical management organism of Paraguay’s Presidency in charge of directing, supervising, coordinating, performing and assessing programs, projects, plans and activities related to official information and communications of public entities) and SENAC’s head, entered into an interinstitutional cooperation agreement to promote and disseminate Law 5,282/14 “On Free Access to Public Information and Governmental Transparency” (the “Information Access Law”), regarding active transparency, particularly linked to the minimum information that must be available on websites of public entities.
Through this document SENAC committed: to provide SICOM technical assistance to manage technological tools; to cooperate with the incorporation of transparency initiatives, as well as instructing SICOM’s officials; to coordinate and put in practice along with SICOM a joint communications plan to disseminate governmental transparency; and to plan and carry out other joint activities.
On the other hand, SICOM committed: to provide the necessary information to perform the agreed activities; to conduct technical meetings with SENAC’s officials; to promote cooperation and collaboration to put in practice the Information Access Law; and to support the diffusion of public communication policies focused on information and transparency and on strengthening of communicational capacities.
SENAC’s General Direction of Prevention and Transparency and SICOM’s Access to Public Information Office along with its Anti-Corruption Unit were appointed to coordinate the implementation of the agreement.
