He has solid experience in the judicial sphere, where he provides strategic advice and representation in highly complex disputes. His professional practice focuses on advising local and international companies operating in the Paraguayan market, such as Banco Itaú, General Motors, Claro, The Walt Disney Company, Samsung, Amazon, Grupo Bimbo, 3M, and Universal Assistance, among others.
Before joining FERRERE, for seven years (2009-2016) he held a variety of posts in the Judiciary, working at the three jurisdictional levels, first as clerk with the Ninth Civil and Commercial Court of First Instance of Asunción, then as rapporteur with the Sixth Civil and Commercial Appeals Court of Asunción, and finally as rapporteur at the Criminal Chamber of the Supreme Court of Justice. While at the Supreme Court he managed litigation in connection with administrative claims and matters in conjunction with the Civil Chamber. He was also a member of the Supreme Court Committee for Electronic Judicial File Development and Implementation, for which he contributed to the design of Civil and Commercial processes flowcharts.
César earned his degree as attorney from Universidad Católica “Nuestra Señora de la Asunción” in 2012. He went on to specialize in Copyrights and Related Rights at Universidad de Buenos Aires (Argentina) in 2013. In 2017 he was awarded a scholarship from the World Intellectual Property Organization (WIPO) to do a Regional Master’s in Intellectual Property at Universidad Austral in Buenos Aires (Argentina), where he earned a Master’s Degree in Intellectual Property with a thesis on Comparative Advertising and Unfair Competition. He also completed a specialization in E-Commerce Law at the same university.
