Sebastián has advised multilaterals, funds and financial institutions on the financing of dozens of infrastructure and energy projects in the public and private sectors in Uruguay, including EPC, PPP and concession contracts, as well as operating and maintenance agreements.
He is the author of Contratos. Su redacción y modelos (Contracts. Their drafting and templates), published by Thomson Reuters in 2017, which has had four editions, and the books El contrato de préstamo y sus garantías (Loan contracts and their guarantees) and Financiamiento de Proyectos. PP, Concesiones y PPA (Project Finance. PP, Concessions and PPA), likewise published by Thomson Reuters. He has also authored several articles analyzing loan and construction agreement issues, such as force majeure, termination rights and damages.
He is professor of Contracts and of M&A at Universidad de Montevideo, where he is also professor of Contract Writing at the institution’s graduate center. He has taught courses for La Ley Uruguay and has been a guest professor in Argentina.
From 2008 to 2010, as a member of the firm, he advised IBM of Uruguay as an internal lawyer and served as Country Counsel and as Contracts & Negotiations Specialist of that company.
Ramos studied Law at Universidad de Montevideo (Uruguay), where he earned his degree as attorney in 2008, ranking number one in his class. He also earned an LL.M. at the University of Chicago Law School en 2012.
He is highlighted by the legal publication Chambers in the areas of Corporate, Energy, and Banking and Finance.
